PRESIDENT MARC MOORE
President Moore was first elected to a lodge leadership position in 1995 as Sedalia Police Officers' Chapter #1's Secretary & Treasurer.
In 1996 he was elected president of the Regional Lodge and has held that position consecutively since then. He is the longest serving president in the history of Lodge #16; having been elected in 1996 and re-elected in 1998, 2000, 2002, 2004 and 2006. He is only the third president of the lodge since its re-organization from Sedalia Lodge #16 to Mid-Missouri Regional Lodge #16; although he has announced his intention to retire from the presidency at the conclusion of his term in 2008.
President Moore's education in lodge leadership and labor relations includes hundreds of hours of seminars on federal laws which effect public sector employees such as the Fair Labor Standards Act, the Americans with Disabilities Act, Uniformed Services Employment Rights and Re-employment Rights Act and the Family Medical Leave Act to name a few. He is a graduate of the National Fraternal Order of Police's Administrative Officers Course and the National Labor Relations Information Systems course on the Rights of Police Officers.
Protecting employee rights and handling labor relations is in his blood as he grew up as the son of a Teamsters Union president. During the course of his administration he has negotiated salary increases for various members including the 1997 salary increases for the Pettis County Sheriff's Deputies and finalizing the 1996 increases for Sedalia Police Officers. He has processed hundreds of grievances on behalf of FOP members and works closely with the various attorneys of the FOP Legal Defense Plan in their representation of our members.
When first elected to the president's position in 1996 the lodge's membership consisted of 34 members from the Marshall and Sedalia Police Departments and its assets were less than $5,000.00; today the lodge boasts membership nearing 100 from agencies in all six counties of the lodge's jurisdiction and assets approaching six figures. President Moore instituted the Legal Defense Plan and a Life and Disability Insurance program for all members as well as a Members' only club. He founded the lodge's Christmas shopping program for underprivileged children which to date has given away nearly $50,000.00 to area children for their Christmas gifts.
He began his law enforcement career in 1984; his past assignments have included patrol officer, patrol supervisor, criminal investigator and criminal investigator supervisor. He is currently a watch commander for a state law enforcement agency.
His law enforcement education includes two police academies and thousands of hours of continuing education credits. He holds an Associate of Science Degree in Law Enforcement and a Bachelor of Science in Criminal Justice and is currently pursuing a Master of Arts in Criminal Justice.
His future plans for the FOP include attempting to find additional funding sources for the lodge so the services provided our members and to the communities our members serve can continue to grow.
Hello, my name is Larry Parham and I am your State Trustee for Regional Lodge #16. I have been a Patrolman with the Sedalia Police Department for five years. I am the Gang Suppression Unit Supervisor and also a Certified Hostage Negotiator. I am also a member of the Midwest Gang Investigators Association and the International Association of Hostage Negotiators. Before I started with the Police Department I also worked for three years with the Missouri Department of Corrections at Boonville Prison.
I am new to the whole FOP Executive Board thing but I promise that if I don't know the answer to a question you may have, I will find out for you.
